'Water of U.S.' draft proposal open for comment

BLACKFOOT — Comments on the federal draft proposals for “Water of the United States” are being accepted through July 31.
This draft guidance proposal broadens the scope of jurisdictional waters under the Clean Water Act (CWA).

Bingham County athletes compete in games

BLACKFOOT — Two teams represented Bingham County at the Idaho Special Olympics Summer Games in Boise last weekend.
Ten athletes from the Blackfoot Bandits team and nine members of the Snake River Special Olympics team travelled to Boise to compete in the games, which took place July 16. The athletes competed in various swimming and track and field events and brought home plenty of medals for the efforts.

Blackfoot Council begins work on 2012 budget

BLACKFOOT — The Blackfoot City Council met Thursday night to conduct a work session for the 2012 budget.
Department budgets for 2012 will likely stay the same as 2011, Mayor Mike Virtue said. Most changes are the result of higher fuel costs or increases or reductions due to capital purchases made in 2011 or planned for 2012.
The preliminary administration budget for 2012 is higher than the current budget because of credit card fees and upgrades to accounting software.

Floyd Chester “Chet” Wahlen, 90

Floyd Chester “Chet” Wahlen, 90, of Aberdeen passed away Monday, July 18,
2011, at his home.
Chet was born Jan. 15, 1921, on the farm where he still lives. He was the sixth child of seven children born to Fred and Alma Malmstrom Wahlen. He was welcomed into the family by two brothers, Clarence (Clix) and Ferris and one sister, Mabel Phillips Gull.

William ‘Bill’ D. McKinster 1934-2011

LEWISTON — Bill McKinster of Lewiston passed away on July 6, 2011, at the age of 76 at Tri-State Memorial Hospital in Clarkston, Wash.
Bill was an investigator in animal health for the U.S. Department of Agriculture, retiring in 1989; then returning to animal health for the Idaho Department of Agriculture, retiring in 2004.

EchoHawk visits injured Marine

WASHINGTON – A Fort Hall Marine injured in Afghanistan last month received a special visit from Assistant Secretary of Indian Affairs Larry EchoHawk Tuesday at the Bethesda Naval Hospital near Washington, D.C.
Cpl. Phillip Baldwin of Fort Hall lost both legs in an Improvised Explosive Device incident (IED) June 18. The incident occurred while Baldwin was on foot patrol near the Hemland Province in Afghanistan.

Farmers seek power line rules in P& Z draft

ABERDEEN — Landowner rights and possible transmission lines crossing farmland are subjects that need to be included in Bingham County's Planning and Zoning (P&Z) Proposed Code Revisions according to five Aberdeen farmers who met with P&Z Acting Zoning Administrator Allen Jensen on Wednesday.
Private property rights and right-of-way for transmission lines are, as yet, not included in the P&Z Proposed Code Revisions Final Draft.

Mary Louise Chapman, 91

Mary Louise Chapman, formerly of Blackfoot, passed away on June 20, 2011, with her family at her side. She will be remembered as a loving and generous wife, mother, grandmother and friend.
Graveside services will be held at 1 p.m. on Thursday, Sept. 8, 2011, at the Grove City Cemetery in Blackfoot. Arrangements are under the direction of Hawker Funeral Home. Condolences may be sent to the family at condolences@hawkerfuneralhome.com.

Gwenevier ‘Gwen’ LuDean Fisher, 59

Gwenevier “Gwen” LuDean Fisher, 59, of Fort Hall passed away Sunday, July 17, 2011. at the Southwest Idaho Advanced Care Hospital in Boise surrounded by her family.
She was born May 13, 1952, to Edison Dixey, Sr. and Adeline “Eldean” George in Blackfoot.
Gwen attended elementary and junior high school in Blackfoot and graduated from Blackfoot High School in 1970. She later attended Idaho State University, taking secretarial classes.
On Nov. 5, 1982, Gwen married the love of her life, Glenn D. Fisher.
